The share prices of oil marketing companies have been in focus lately due to cooling crude prices, improving refining margins, and rising domestic fuel demand.

Among them, BPCL has caught investors' attention with its strong quarterly performance and ambitious capex plans. The company is investing heavily in expanding its refining capacity and retail footprint while also betting on petrochemicals and green energy.

In this editorial, we look at BPCL's growth plans, key challenges, and the prospects of the company.

About the Company

BPCL is a prominent Indian Public Sector Undertaking (PSU) in energy sector. The government of India holds a 52.98% stake.

It's an integrated refining and oil marketing company (OMC), the second largest OMC in India, with a domestic sales volume of 51 million metric tonnes (MMT) and a market share of 27.4%.

The company is the third-largest refiner in the country, with a capacity of 35.3 MMT, accounting for around 14% of India's overall refining capacity.

BPCL also holds participating interests in 15 oil and gas blocks spread across various countries. Besides stakes in 8 blocks in India, it also has participating interests in 7 blocks in Mozambique, Brazil, Indonesia, and the UAE, as well as equity stakes in 2 Russian entities.

It has partnerships with over 12 global companies, including Total Energies, ONGC, Rosneft, Mitsui, OIL, BP, ADNOC, Petrobras, etc.

Resilient Performance

In FY25, BPCL delivered a steady financial and operational performance driven by robust refining margins, an expanding retail footprint, and stable demand for petroleum products.

In FY25, revenue remained flat at Rs 5 trillion (tn), as the company sold 52.4 MMT- the highest ever.

However, net profit declined about 50% to Rs 130 bn due to lower margins. BPCL's gross refining margins (GRM) halved to US$ 6.8 per barrel, compared to US$ 14.1 per barrel in FY24. As a result, net margins declined from 6.8% to 3.2%.

BPCL's three refineries, located in Mumbai, Kochi, and Bina, operated well above their nameplate capacity in FY25. Mumbai achieved a 130% utilisation rate, Kochi (111%), and Bina (99%).

On the retail side, BPCL achieved a throughput of 145 kiloliters per month per outlet. It's the highest among peers, with 16.4% ethanol blending.

BPCL also commissioned 1,805 retail outlets and 340 CNG stations in FY25. It now has 23,642 operational retail outlets and 2,370 CNG stations in FY25.

What Next for BPCL?

The company plans to invest a total of Rs 1.7 tn over FY29, with Rs 200 bn investment in FY26. This includes Rs 750 bn on refineries and petrochemicals, Rs 320 bn for upstream, Rs 250 bn for CGD and gas, Rs 100 bn on expansion of pipeline network, and Rs 200 bn for marketing.

It's also expanding in green energy with Rs 150 bn of investment.

It has planned a long term capex of Rs 470 bn in CGD over the next eight years. Out of this, Rs 76 bn has been spent so far and about Rs 20 bn is expected to be spent in FY26. The CGD segment is expected to generate strong operating profitability from FY28.

The completion of ongoing projects is expected to be a key growth driver. The construction of the ethylene cracker complex at Bina is expected to be completed by 2028. Another polypropylene plant at Kochi will be operational by 2027.

Several pipeline projects are also under construction. The company plans to increase petrochemical capacity fourfold from 0.8 MMTPA to 3.2 MMTPA by FY29.

BPCL also will invest US$ 2.1 bn in its Mozambique project.

The company estimates the GRM to remain at US$ 7-9 per barrel depending on crude sourcing and spread. Towards this end, the company plans to increase its crude oil supply from Russia from 24% in Q4 FY25 to 32-34% in FY26.

It's also setting up a global crude oil trading desk, which will likely become operational in FY26. This can potentially reduce the cost of crude oil imports by locking in the best price and quality.

The company aims to regain lost market share in recent quarters, by focusing on network expansion, providing good customer services, and digital initiatives.

EV & Renewable Energy Plans

Within the EV segment, the company has 6,563 EV charging stations, after adding 3,313 during FY25. It also has signed a memorandum of understanding with major private players to install EV charging stations.

In green energy, BPCL plans 10,000 megawatts (MW) renewable energy by 2035. Of this, 154 MW is installed, with another 176 GW under construction.

The company is also setting up 50 MW wind power projects in Maharashtra and Madhya Pradesh and a 71 MW solar power project in Prayagraj.

In green hydrogen, it also aims for 30 kilo tonnes per annum green hydrogen in its refineries by 2030. In line with this, it's setting up a 5 MW green hydrogen plant at Bina refinery.

In biofuels, it plans to setup 26 compressed biogas projects in the next 2-3 years.

The company's cash flow remained strong, with a gross cash inflow of Rs 220 bn in FY25. BPCL aims to improve cash flows through operating leverage and the partial recovery of LPG under-recoveries.

The recent increase of Rs 50 per cylinder has reduced the irrecoverable losses to Rs 170 per cylinder, and a mechanism for reimbursement is being worked out. It anticipates reimbursement of Rs 6.5-7 bn per month of under-recovery, thereby aiding revenue growth.

This strong cash flow provides room to fund its expansion plans while continuing to reward shareholders with dividends.

Conclusion

BPCL is in a high-investment phase across refining, petrochemicals, and gas. Backed by healthy cash flows, it's pursuing growth while sustaining dividend payouts.

But risks remain, like a rise in crude prices, which could compress marketing margins. This can impact profitability due to fixed retail prices.

Investors need to monitor GRMs, crude price volatility, and the timely recovery of LPG under-recoveries.

Instead of relying only on hype, it's necessary to carefully analyse the company's fundamentals, including financial performance, corporate governance practices, and growth prospects.

Happy investing.
