Small-cap stocks have remained under pressure in 2025, marking one of their toughest phases in recent years.

However, market experts believe the ongoing correction may be creating attractive entry opportunities for long-term investors.

After a strong rally over the past two years, the segment has underperformed sharply this year, with valuations cooling off meaningfully.

The Nifty Smallcap 100 index is down over 9% on a year-to-date basis, dampening sentiment among retail investors, who account for a significant portion of ownership in these stocks.

Amid the broader weakness in the small-cap space, BLS International stood out, with its shares grabbing headlines after rising as much as 7% in intraday trade.

# Legal Setback Overturned

Shares of BLS International Services moved sharply higher in early trade on 19 December, after the company disclosed that it had received relief from the Delhi High Court in connection with an earlier debarment order issued by the Ministry of External Affairs (MEA).

In a regulatory filing on Thursday, the company said that, further to its disclosure dated 11 October 2025, it had challenged the MEA's order debarring BLS International Services from participating in future MEA tenders and India Missions abroad for two years. The Delhi High Court has now set aside the debarment order.

Following the development, the stock surged as much as 7.44% to hit an intraday high of Rs 340 on the NSE.

The filing stated that the company had approached the Hon'ble High Court of Delhi by way of a writ petition, and the court has quashed the debarment imposed by the MEA, effectively lifting the restrictions on the company.

What Next?

Going forward, the company plans to pursue an aggressive bidding strategy for upcoming tenders, supported by the recruitment of experienced professionals and enhanced training in AI and technology to strengthen its competitive positioning.

It also aims to expand its service portfolio beyond traditional visa processing by tapping into digital offerings, citizen services and other value-added solutions.

The company intends to provide customised, client-specific solutions by leveraging its strong IT platform, including tailored offerings for banks and financial institutions.

Geographic expansion remains a key focus area, with plans to enter new and underpenetrated markets after carefully assessing regulatory requirements, market dynamics and competitive intensity.

At the same time, the company plans to deepen partnerships with government agencies, diplomatic missions and consulates to secure long-term contracts, while staying aligned with evolving regulatory and compliance norms.

How shares of BLS International Services have performed recently

In FY25 so far, the stock has declined over 33%.

The stock touched its 52-week high of Rs 522.3 on 3 January 2025 and its 52-week low of Rs 277 on 13 October 2025.
